I just made this and OH MY GOD. Soooooo good. Instead of doing 1 cup skim milk I did 1/2 a cup of water and 1/2 a cup of skim milk and it turned out fine, but I think it evaporated a little faster and I ended up having to add a little more water. I didn’t have the patience to let it cook as long, either, so it ended up being pretty al dente, but next time I won’t make it when I’m starving. Mac and cheese is definitely a weakness of mine so this is the BEST thing I’ve ever heard.
